The Motor Vehicles Act of 1988 establishes rules or guidelines that all drivers and vehicle owners must follow. The Motor Vehicles Act, specifically Section 129, addresses two-wheeler drivers, stating that driving/riding a two-wheeler without a helmet is a traffic violation and an illegal offense in the country.

When the Motor Vehicle Act was drafted, the fine levied for riding a two-wheeler without a helmet was ₹ 100. With this amount in mind, offenders didn’t mind being caught and frequently paid the fine and continued breaking the law. This fine was raised to Rs 1000 when the Motor Vehicles Act was amended in September 2019.

Apart from the fine, various states even seize or suspend the driver’s license; the penalty could include a punishment of up to three months in prison. According to the most recent amendment to the rules of Section 129, a legal helmet must also be 20-25 mm thick and fitted with high-quality foam on the inside. According to the Bureau of Standards, the helmet should also be ISI certified.

The steps to be taken when you pay the challan for driving without wearing a helmet through online mode are as follows:

Step 1: Log in to the website of the State Transportation Department.

Step 2: Search and select the Challan or Violation Payment Tab.

Step 3: Provide the ‘Challan Number’ or ‘Vehicle Number’ in the appropriate fields.

Step 4: Complete the Captcha.

Step 5: Proceed after reviewing all of the Challan’s details on the following page.

Step 6: You can choose the payment method you wish to complete the transaction. Several payment methods are available, including credit cards, debit cards, and PayTM.

Step 7: Once you’ve made the payment, you’ll get a notification and a receipt on your phone.

Step 8: Save and print the receipt for future reference.
